Northwest authority hires strategic advisor, approves equipment purchases

CT COLEBROOK — Regional resource recovery authority hires strategic advisor, authorizes equipment purchases for facility. The Northwest Resource Recovery Authority unanimously voted to recommend Rachel Oster of Diversion Solutions as Strategic Advisor for $95,000, with the position funded by a Northern Highlands Council of Governments grant. The board also authorized up to $110,000 in equipment purchases for the Torrington Transfer Station—including a CAT Payloader and Hitachi Excavator—as the facility transitions from state to IWS management on July 1.

The authority retained the current scale house operator, moving from temporary 1099 status at $42 per hour to a planned full-time NHCOG position at $30 per hour for 35 hours weekly once a service agreement is finalized.
