NRRA advances strategic advisor search, examines transfer station operations

CT COLEBROOK — Northwest Resource Recovery Authority advances strategic advisor search. The NRRA unanimously authorized an interview committee of Dan Jerram (Torrington), Todd Carusillo (Goshen), and C. Rand to recommend a strategic advisor for municipal solid waste.

Rachel Oster presented her candidacy, bringing 20 years of solid waste and recycling experience. During public comment, Attorney Spinella representing USA Waste and Recycling flagged a potential statutory violation regarding different tip fees for municipal and private haulers; the board committed to investigate. Jesse Bunce (North Canaan) and Todd Carusillo were assigned to obtain equipment quotes for the Torrington Transfer Station, with annual costs estimated at $14,000 for maintenance versus $11,000 per month for rental.
