Authority endorses Strategic Advisor position with grant funding

misc · Meeting of January 27, 2026

CT COLEBROOK — Authority unanimously backs Strategic Advisor position with Sustainable Materials Management grant funding. The Northwest Resource Recovery Authority voted unanimously on a motion by Secretary Michael Magistrali, seconded by Treasurer Elinor Carbone, to endorse the proposed position and support the Northwest Hills Council of Governments Policy Board in retaining it through RSG-MSW funds. Rista Malanca of the Council of Governments briefed the board on the grant award and agreed to provide the grant narrative for board review.

The board also discussed potential by-laws amendments to encourage additional members without requiring use of the Torrington Transfer Station, tabled review of request-for-information responses, and held an executive session on the Torrington Transfer Station acquisition that produced no decisions or motions.
