CT COLEBROOK — Northwest Resource Recovery Authority appoints search committee for strategic advisor. The regional waste management authority serving Colebrook and surrounding towns unanimously appointed a three-member interview committee to recommend a strategic advisor on municipal solid waste management; previous recruitment efforts resulted in a finalist who did not work out, requiring restart of the search. Spinella, representing USA Waste and Recycling, argued that the NRRA's fee structure may violate Connecticut law by charging different rates to municipal versus private haulers; the board said it would investigate.
